Dispatch Implement
Fixes two things and nothing else: the spawn chain (worktree → implement pi session) and the protocol (message shapes for dispatch, receipt, fix rounds, closure). Workflow order (when to review, when to create MR, when to clean up) lives in the user's process, not here. Protocol primitives (five-part prompt, receipts, waiting) come from multi-agent-collab; only the orca worktree specifics live here — reach it under the conditions in §Pitfalls.
