After a planning session the room has a list of projects; the company needs the tracker that the weekly meeting, the OKR sheet and every plan Doc reconcile to. This skill turns a normalized item list into that tracker — a copy of the proven template with cycle-named tabs, L1 header rows, N.NN numbering, the 重要×緊急 → Priority formula, the 專案項目小記 pivot and 狀態 colours — or fills the empty SOR tab of the file planning-session-synth created, or extends an existing tracker without disturbing what is already numbered. It is the one skill in the family that lints the list and prints the C1 cash pre-mortem before a single cell is written; the lint warns, the founder decides, and nothing is written until they say go.
