Policy

Prefer one reusable local source tree over a sequence of documentation-site fetches. Read bundled documentation, examples, tests, and implementation with targeted local searches. Do not clone or research a dependency merely because it appears in a manifest; first identify the question that needs evidence.

This is a research strategy, not permission to add a dependency. Follow dependency-approval for additions. Network, filesystem, and command permissions still apply; do not bypass a denied operation through another tool or location.
