Local Bot Review

Get CodeRabbit's findings on local changes before they reach a PR. Where CodeRabbit also reviews the pull requests, the CLI is the same reviewer run early — so a local pass shifts its findings left: issues get fixed for the cost of a local run instead of a push, a PR round-trip, and a metered re-review. This complements — never replaces — the agent-reasoned gates: local-review and local-pr-review judge code against the repo's own conventions and context; the bot casts a wider, pattern-trained net. Different eyes catch different bugs.
