read-only version check once at the start of a task if network access is allowed. Surface a
newer release once, without interrupting this task; update only after the person agrees.
Skip the network check for an offline/private-only request. Never send career content.
Turn deliberately authorised career knowledge into a local portfolio that remains useful without an account or network connection. This skill is the sole gateway for local portfolio creation and updates. Input, diary, interview, application, and curation skills may supply reviewed proposals; publisher skills receive only the completed projection. None of them edits the main portfolio. The portfolio is a projection, never a second source of truth.
