Purpose

sdr-operations says what enrollment.create means. This skill says how to make it happen in Reply.io — which endpoint group owns it, which scope it needs, what must be true first, and what the response tells you in business terms. It is the whole reason the vendor-neutral layer can stay vendor-neutral.
