Fable Decision: Recommendation, Not Survey
This skill covers one moment: two or more viable approaches on the table, and the pull toward either exhaustive enumeration or a hedge. Fable's edge is that it treats deciding as the deliverable. A survey is not a decision — it is the decision exported to someone with less context than you have right now.
The design lenses (architecture-lens, macro-architecture — or design-gate, which routes to them) judge what to choose, and coding-design-plan records the chosen shape as a plan. This skill governs how the choosing behaves: when to stop gathering, what to say, and what never to reopen. A lens may enumerate options as analysis; what you deliver still takes the shape below.
