Purpose

Match the user's development goal to the correct skill and explain how dev skills chain together.

Trigger

Apply when user asks:

• "which skill should I use", "what dev skills are available", "help me choose"
• "有哪些開發 skill", "我該用哪個 skill", "開發 skill 導覽"

Do NOT trigger for:

• Actually performing a dev task — identify the goal and route to the matching skill instead
