Purpose

Gather skill requirements through web research and structured choices — never open-ended questions — so skill-maker receives a complete, user-approved spec before writing any file.

Trigger

Apply when the user states a need or goal without an existing spec:

• "我需要一個功能", "幫我做一個...", "需要一個可以..."
• "I need a feature", "I need a skill", "design a skill", "規劃 skill"

Do NOT trigger for:

• Editing an existing skill — use skill-edit
• Auditing a skill — use skill-audit
• When the user already provides a written spec — hand directly to skill-maker
