Apply when user wants to:

• Edit steps, rules, trigger keywords, output format, or security rules in an existing skill
• Delete an existing skill and clean up its guide entry
• "edit a skill", "update a skill", "modify skill", "delete a skill", "remove a skill"
• "修改 skill", "更新 skill", "刪除 skill", "移除 skill", "改 skill 的規則"
