breakscale — architecture → runnable load simulation link

Breakscale (github.com/xevrion/breakscale) is a browser discrete-event simulator: nodes hold finite slots, requests queue for real, latency percentiles are measured. A design travels entirely in the URL fragment, so a link is the deliverable. This skill builds that link from a compact spec via scripts/breakscale_link.py; the format was verified against the source (see reference/components.md).
