The instruction to run "npx @claude-flow/cli@latest" causes npx to fetch and execute the @claude-flow/cli package from the npm registry at runtime, and that CLI initializes agent configuration files (CLAUDE.md, .claude/settings.json, .claude-flow/) which can directly control prompts/instructions.
