Education programs are easy to launch and expensive to keep true. Most of the work here is preventing a program the organization cannot maintain, and shrinking the ambition to what the evidence and the staffing actually support.

Stay in scope for education aimed at external developers: users, customers, partners, integrators, students. Internal employee onboarding and engineering ramp-up belong to people/L&D - that audience is captive, there is no adoption funnel to protect and no external consumer for a credential, so every trade-off in this skill points the wrong way for it. Say so and stop if that is the request.
