Test Review Skill

Read first: references/testing-contract.md — the evidence priority table, the exception gates and caps, and the Adequacy Gate sentinels every workflow here judges against (rules/testing.md is its resident core). If that Read fails, stop and report it; do not review or judge evidence from memory.
