The CI step runs "go install github.com/google/osv-scanner/v2/cmd/osv-scanner@latest" (github.com/google/osv-scanner/v2/cmd/osv-scanner@latest), which fetches remote code at runtime and builds/executes it, and the skill relies on that external binary to perform scans.
