Establish demand and capacity

1. Read .business/context.md, metrics, cash forecast, operating evidence, and active plans.
2. Define the constrained outcome, demand pattern, service level, and planning horizon.
3. Measure available capacity by skill and time, not just headcount.
4. Identify work that is strategic, judgment-heavy, recurring, variable, unnecessary, or temporarily elevated.
5. Confirm whether the bottleneck is volume, skill, decision rights, process, tools, or priorities.
