Manage ShiftCare action items

An action item is a corrective action: one assignable piece of follow-up work, owned by a named staff member, usually hanging off a complaint. "Upload the signed incident form", "check with the client that the new roster works for them", "re-brief the Tuesday team on the transfer plan". It is a ticket, not a note — somebody is expected to do it and somebody else is expected to confirm it was done.

This skill changes data. Every write path through it ends in a confirmation the user has to answer before anything is written.

A suggestion is not an action item. This skill proposes a shortlist; a person edits it, drops what they do not want, and approves what is left. Nothing is created because you suggested it.

Check compatibility

Once the server's tools are available, call check_skill_compatibility once per task before any other ShiftCare tool, with skill set to shiftcare-action-items and skill_version set to 1.1.1.
