Write a note about a ShiftCare client

Two different records in ShiftCare are both called "client notes", they are written by different tools, they live in different places, and only one of them can be read back. An agent that picks the wrong one files a real observation somewhere nobody will look for it. That choice is the first job of this skill, and it comes before anything is drafted.
