PR Comments

Turn a PR's scattered review threads into one ordered action list. This is a read-only digest — it fetches the inline review comments, the review summaries, and the conversation comments, then groups and prioritizes them. It deliberately stops before proposing code or drafting replies; acting on the feedback is gh-address-comments's job.

Inputs:

• A repository and a target PR: the PR for the current branch by default, or an explicit PR number
• Optional filter: unresolved (default shows all, flags unresolved), from <reviewer>
