Contract

Inputs:

• Repository root with git remote
• Source branch and target branch, or permission to auto-detect release branches
• Optional existing PR number

Outputs:

• PR URL or existing PR reused
• Source/target branch summary
• Quality gate status
• Failing check summary when gates fail
