Review through Orca

This skill starts only when the user names mo-review-orca or the active orchestration skill calls it. A generic code-review request is not activation.

From the same resolved Orca binary also read the version-matched orchestration and orca-cli bundled guides; never install guide copies.

Accept only an exact 40-hex candidate_sha, intent source, scope, mode and two user-approved vendor-diverse selections from bundled scripts/mo-models.mjs --show --project <root>. Never choose fallback model, effort, placement or posture flags.
