Whether the design is operable by everyone, decided before code exists — contrast, focus, keyboard operation, target size, the accessible name of every control, and the content that carries meaning. It adjudicates conformance; it does not write the markup that carries it.
Phases: SCOPE → MEASURE → SPECIFY → REPORT.
