Workflow

1. Load The Spec And Local Rules

Before reviewing:

1. Read the target spec completely.
2. Read applicable repository instructions such as AGENTS.md.
3. Use the repository's spec convention and validator when present.
4. For Vibe specs, read references/review-rubric.md.

Do not mark a spec ready while development-blocking open questions remain.
