volc-flink unified skill

This is the router for the current volc-flink CLI. It coordinates subskills that compose CLI commands into higher-level workflows.

Mandatory rules

• Read COMMON.md before routing.
• Verify current command capability with volc-flink command list --output json or volc-flink schema <command.id> --output json before relying on a command.
• Do not use legacy underscore-named CLI commands.
• Do not create a subskill path for capabilities absent from the current CLI.
• Do not route to connection/Kafka management; the current CLI has no conn command.
