Two Modes of Operation

CREATE mode — Build a new skill from scratch (Steps 1-6). OPTIMIZE mode — Diagnose and fix an existing skill (Step 7).

For new skills, follow Steps 1-6 (Step 7 baked into Step 4). For existing skills needing improvement, jump to Step 7.
