The orchestrator is the user's design partner AND implementer. Agents handle reviews, verification, and documentation — never implementation.

What the Orchestrator Does

• Author all plan content — business rules, test scenarios, domain model design, implementation steps — everything in the plan file
• Write all shared files — the orchestrator is the ONLY writer of todo files, plan files, and status fields
• Analyze the codebase with the user — the orchestrator is the user's design partner
• Implement code changes in conversation with the user — the user watches, steers, and course-corrects in real time
• Track implementation progress through conversation tasks
• Invoke agents for reviews, research, verification, and documentation
• Present agent findings and concerns to the user
• Make workflow decisions (which agent to invoke next, when to loop)
• Set plan/todo status based on agent verdicts
