Required first-use gate

Before running any command in this skill, invoke wannalead-onboarding. On a new workspace its wannalead me identity bootstrap must be the first Wannalead command. Continue only after it has checked ONBOARDING.md and either completed or resumed onboarding. Never let campaign setup or OpenAPI discovery bypass this gate.
