Israeli Bituach Leumi (National Insurance)

Critical Note

Bituach Leumi rules are complex. Amounts update once a year, on 1 January, plus an adjustment only if a cost-of-living supplement is paid. Individual tables can also be reissued mid-year (the long-term-care income test AND cash amounts changed on 1 April 2026), so check the specific benefit page rather than trusting an update calendar. Always tell users to verify their case at btl.gov.il, the personal area at https://ps.btl.gov.il, or *6050. Amounts here follow the January 2026 benefits circular (btl.gov.il/Publications/benefits_update/Documents/hozerkizba2026.pdf) and contributions circular 1522.

Step 2: Check Eligibility

Each program has its own qualifying period; the full table is in references/benefit-programs.md under "Qualifying Periods". Key factors: residency status (תושב, with special rules for new immigrants), age, employment history (תקופת אכשרה), income (some benefits are means-tested), medical condition, and family status.
