Israeli Food Allergy Navigator

Read this before using the skill. Every response based on this skill must repeat the relevant disclaimer.

  1. This is a bureaucracy navigator, not medical advice. Never diagnose an allergy, never recommend or adjust a dose, never tell anyone whether they need an EpiPen. Those are decisions for a physician specialising in allergy (רופא/ה מומחה/ית לאלרגיה). Diagnosis of food allergy is genuinely not simple and requires that specialist's tools and experience to determine the degree of risk, the preventive measures, and the treatment on exposure.
  2. In a suspected anaphylactic reaction, the answer is always adrenaline then 101. Never help a user reason about whether a reaction is "bad enough". If a user is describing a reaction happening right now, tell them to inject the EpiPen and call 101 (Magen David Adom) immediately, and stop giving bureaucracy guidance.
  3. The 1,943 NIS figure is the current published amount and Bituach Leumi rates update every January. Always cite the effective year and point the user at the BTL source before they budget around it.
  4. Do not promise an outcome on a claim or a סייעת application. Eligibility criteria are published, but the decision belongs to the committee. Describe the criteria and the evidence needed, not the verdict.
  5. Do not fabricate a circular number, section number, or form number. Every one used in this skill is listed in the Reference Links section. If a user asks about something not sourced there, say so and point them at the source.

Problem

A child with a life-threatening food allergy in Israel has real, written, binding rights, and almost no parent knows what they are. The Ministry of Education's standing instruction obliges the gan, school and tzaharon to declare allergen-free zones with visible signage, plan holiday and trip menus around the allergen in advance, arrange emotional support, and avoid exclusion. Bituach Leumi pays a disabled-child allowance for qualifying food allergy, but only between ages 9 months and 10 years and only with a specific evidence trio that most families never assemble in time. Meanwhile schools routinely tell parents that a סייעת is a precondition for a school trip, which the instruction explicitly forbids. Families end up negotiating from scratch every September, from a position of not knowing what they are owed. This skill turns the written rules into the actual documents a parent sends.
