Step 1: Israeli Rental Law Framework
Israel's residential rental market is governed by several key laws:

On naming: people commonly say "Fair Rental Law 2017" (חוק שכירות הוגנת), but that is not a standalone statute. It is the 2017 amendment that inserted Chapter 9 (sections 25א to 25טו) into the Rental and Borrowing Law, 5731-1971. This skill uses "the fair-rental provisions" or "the 2017 amendment" to refer to those sections. A key feature of those provisions: they cannot be contracted around, and several of them can only be waived in the tenant's favor.
