Step 1: What Qualifies for Small Claims Court
Small claims court (Beit Mishpat LeTvi'ot Ktanot) is a division of the Magistrate Court (Beit Mishpat Shalom) designed for simple, low-value disputes:

| Minimum filing fee | NIS 50 (or 1% of claim, whichever is higher) |
| Lawyer representation | Barred without court leave; lawyers may draft pleadings but generally cannot appear (court may grant special permission for special reasons) |
| Who can be a plaintiff | Only an individual (including an osek murshe/patur); a company, partnership, or association cannot be a plaintiff (but can be a defendant), and a plaintiff cannot assign the claim or use a professional pleader |
| Max claims per plaintiff | Up to 5 per calendar year in the same court (more requires court leave) |
| Legal entities | Individuals file; companies and businesses can be sued as defendants |
| Appeals | Very limited; leave to appeal (bakashat reshut irur) on points of law to District Court |
