Create PR

Overview

Turn finished local work into a pull request that is ready for review: correct base and head, checks already green, and a body written for the person who has to review it. Reviewers are expected to act on this pull request now, so publish only work that is actually done.

When to Use

• User says "create a PR", "open a pull request", "raise a PR", "put this up to merge", or asks for review on finished work.
• User triggers /create-pr.

Use draft-pr instead when the work is still in progress, when the user says draft, or when they are unsure — a draft costs nothing and a premature review request costs a reviewer's afternoon.
