Own one rule-addition decision. Automatic selection supplies policy only. Write only when the active task already authorizes that exact instruction change; otherwise explain the rule and route without mutation. Audit routes to tailrocks-agents-md-audit; approved topology repair routes to tailrocks-agents-md-sync. Naming either invokes nothing.

Apply runtime-trust.md, placement-and-topology.md, and rule-writing.md. Resolve every relative link in this file against the directory containing this SKILL.md, never the plugin skills root.

Legacy audit prints Use tailrocks-agents-md-audit and stops unchanged. Legacy sync prints Use tailrocks-agents-md-sync and stops unchanged. Refuse mixed selectors. Default or legacy add continues only for one rule under the active task's exact mutation authority; never silently invoke a manual sibling.
