Improve

Produce one verified repository-audit report. This owner is read-only and ends at the report: it creates no plan, roadmap item, issue, comment, commit, branch, pull request, or source change.

Apply runtime-trust.md and repository-audit-lanes.md. Use finding-routing.md only to name a next owner. The installed improve-report.ts command is the sole route and final-report oracle. Never reproduce its selection, ranking, partition, or receipt manually, and never invoke a target-repository lookalike. Resolve every relative link in this file against the directory containing this SKILL.md, never the plugin skills root.
