Create PR

Open a pull request for a self-contained change in whatever repository the session is working in. Commits inline; no separate commit skill. Also the shared PR-mechanics path tailrocks-refresh-pr and tailrocks-merge-pr build on.

The repository's own conventions are the authority; this skill sequences them, never restates them. Repo-specific behavior comes from references/repo-conventions.md — read it first. It defines the optional .tailrocks/pr.md conventions file and the precedence chain: user instruction, then .tailrocks/pr.md, then the repository's own conventions (CONTRIBUTING, PR template, agent instruction files, git history), then this skill's defaults. A missing file means convention discovery, never an error.
