Review PR

Produce a review verdict a maintainer can act on: correctness findings that survived adversarial verification, structural regressions each carrying a named restructure, specialist findings from lanes the change actually triggered, and a route into the house skill that fixes each class. Two bars govern everything: a correctness finding must be verified, and a structural finding must name what disappears. "Could be cleaner" and "might break" are both below the bar.

This skill is unconditionally read-only: it never edits files, posts comments, merges, or approves. Fixing is a separate invocation of the routed skill. External posting is a separate, freshly authorized transaction owned by the collection's post-pr-review command.
