Improve Plan

Write one self-contained pipeline-free plan under plans/. Apply runtime-trust.md, artifact-boundary.md, eligibility.md, and plan-format.md. Resolve every relative link in this file against the directory containing this SKILL.md, never the plugin skills root.

Pass the finding or change directly; a retained plan selector is invalid. --deep requires the second independent cold review in step 5. --batch makes every in-owner selection deterministic and non-interactive while preserving eligibility, evidence, command-proof, cold-review, and atomic-write requirements; ambiguity, an open decision, or an unproven command still blocks. Neither modifier grants implementation, roadmap, Git, remote, or writes beyond the plan-and-index transaction. Invoke this owner directly; no routing skill dispatches it.
