Seed Roadmap

Own the explicit boundary from pipeline-free evidence to one delivery item. Apply runtime-trust.md, artifact-boundary.md, eligibility.md, duplicate-guard.md, and item-seeding.md. Resolve every relative link in this file against the directory containing this SKILL.md, never the plugin skills root.

Pass the verified finding or approved plan path directly; a retained seed selector is invalid. --batch makes duplicate handling and item-field selection deterministic and non-interactive. It preserves every verification, eligibility, branch, pull request, commit, and fresh-authorization gate and grants no implementation or write authority beyond this owner's exact roadmap transaction. It cannot approve unverified evidence, decide contradictory product evidence, waive outward authorization, widen roadmap paths, or create a second pull request. --deep is not a valid seed modifier. Invoke this owner directly; no routing skill dispatches it.
