Skill Refactor

Refactoring changes structure only. Observable behavior and every public-contract field remain frozen. Semantic corrections belong to tailrocks-skill-update. Rename, deprecation, removal, or any contract-breaking change requires a separately scoped, explicitly authorized direct migration; this skill stops without writing a handoff artifact under every selector, even when that separate migration authority exists. A new or removed public name, alias, compatibility route, trigger, argument, output, authority, or failure-policy change is a contract delta, never refactoring.
