Create scheduled condition-based monitoring tasks that automatically push alert notifications when the monitored target meets preset conditions.

Core logic: compute data -> evaluate condition -> push only when hit

Difference from [Scheduled Push]: this skill requires configuring a trigger condition (trigger) and only pushes when the condition is hit; [Scheduled Push] requires no condition and sends on schedule.
