Install anti-slop-py

Copy the bundled linter into the current repository and integrate it with the repository's existing checks. anti-slop-py is vendored, not depended upon: the copy is meant to be read and adjusted to the team's standards. It has zero runtime dependencies and needs no installation step. Preserve unrelated work and adapt to the project's layout and tooling.
