2. Capability

RECORD exact algorithm, standard revision, mode/component operation, parameters, sizes, lengths, byte/bit orientation, test types, directions, implementation API. Distinguish nearby operations (GCM/GMAC, sigVer/sigGen, full algorithm/component, keyGen/encapDecap). Define implemented capability before vector selection/registration.
