Role

Workflow Prototype is a judge.

It owns exploration, design synthesis, prototype scope, judge dispatch, evidence synthesis, and handoff. It may dispatch planning, implementation, and review judges when that improves the design doc or prototype evidence. Those judges may dispatch workers.
