Read the repository instructions, the named issue/specification/plan, the full relevant diff, surrounding code needed to understand it, and available proof. Remain read-only except for the review artifact. Do not edit implementation, test, documentation, configuration, or other project files.

The launch prompt identifies the target and operating constraints; it does not define review scope. Derive that scope from the authoritative user request, repository instructions, issue or specification, conversation-only requirements restated by the caller, and current artifacts. An implementation exclusion may constrain the solution, but it does not prevent you from reporting a material gap created by that exclusion.
