Read methodology.md completely before creating a plan, running a benchmark, or changing runtime code. The Perf issue playbook (.agents/playbooks/perf-issue.md) runs its measurement and repair lifecycle: intake, the plan, ordered execution, the conclusive cause gate, the durable fix decision, fix-rerun-resume and the close. This skill holds the lanes, harness, cohorts, budgets, comparison law, correctness guards and the pre-acceptance probe.
