Plate Plugins

Build Plate plugins that do not need a later plate-next cleanup.

This skill owns plugin authoring mechanics: semantic layer, durable source owners, file topology, contextual typing, initial state, option stores, extendApi and extendTransforms, React families, and package-local proof.
