Keep investigation, drafting, remote mutation, implementation, verification, and status updates as explicit stages.

Modes

1. INVESTIGATE: read repository and issue state without writes.
2. DRAFT: prepare a body using assets/issue.template.md.
3. WRITE: create, edit, label, or comment on a remote issue.
4. IMPLEMENT: change the scoped repository behavior.
5. VERIFY: prove acceptance criteria through the matching user surface.
6. UPDATE: change remote status, close, or link follow-up work.
