Gated Workflow

Run the phases in order. A step is complete only when its artifact exists, its gate passes, and .shepherd/progress.md records the state. If a gate cannot pass, record the blocker or explicit waiver before moving on.

MILESTONE LOOP
  Implementers -> verify/merge -> refactorer -> QA -> architect
  -> repair loop if needed
COMPLETION
  Final QA -> Final Hardening Review -> critical repair loop -> cleanup -> final report
