Custom Agent Router
把已獲授權的工作映射成最小可行執行形狀。只選擇執行方式，不建立權限、任務追蹤器、 規格或新的工作流程。
Harness 綁定
通用路由只使用 tier 與用途。每個 tier／用途對應一個跨 harness 共用的角色代號：
