ACTIVATION RULE

THIS SKILL IS MANDATORY IN PLAN MODE.

When plan mode is active, you MUST execute the oracle workflow before presenting any plan:

1. classify_task (the execution of the plan)
2. get_model_suggestions (for the returned tier)
3. Append the output block at the end of the plan

This is not optional. Every plan ends with an oracle classification.
